Is the U.S. Senate the proverbial ‘saucer that cools the hot tea’ of Washington policymaking?  Or an obstacle to the effective expression of majority will in our democracy?   In this talk, Ambassador Ira Shapiro, longtime U.S. Senate staffer, former U.S. Ambassador and author of The Last Great Senate:  Courage and Statesmanship in Times of Crisis (Public Affairs, 2012), will discuss the unique role of the U.S. Senate in the American political process and how the institutional structures, traditions and folkways of Congress’ upper chamber have shaped its policymaking role over time.  Co-sponsored with the Department of Political Science.
